Descriptor of Process

SCOPE is an active 501(c)3 non-profit entity. As such, the SCOPE board of directors works diligently to promote ethical utilization of funds in our community. To accomplish this, the SCOPE board works to identify priority areas and gives the SCOPE staff and coordinator direction and guidance when identifying potential funding streams. Once applied for, the board votes on acceptance of funds and ensures proposed budgets and project goals meet the mission and vision of the organization. 
Current funding streams are local donations, federal grants, and state funding

Grant funds are utilized to conduct a variety of programming within Socorro County, NM and are often grant specific. Budgets and SOWs are available on request in the SOCPE office. 
 

Federal

Information on Federal Grants

For the current Federal fiscal cycle, SCOPE is the recipient of two grants:

  • Strategic Prevention Framework - Partnerships for Success (Year 2 of 5-Year Contract; $300,000/year)
    The SPF-PFS program provides funding for initiatives designed to tackle substance misuse at a community level and enhance infrastructure for local prevention and risk mitigation.

  • Drug-Free Communities (Year 5 of 5-year contract, with possible 5-year continuance; $125,000/year)
    The DFC program provides support to community groups to tackle problems of youth substance use. This includes addressing underlying conditions that may drive youth substance use in a community.

  • Congressionally Directed Spending (1 year Grant to end 9/30/2025; $81,000)
    Mental Health Advocacy and Suicide Prevention Project aims to promote mental health supports and increase resiliency in our community. This grant includes the "Grief Kits" Pilot Project, Mental Health Trainings and Informational Books, and host Community Events such as; Stomp Out the Stigma, Paint Parties, and Wellness Wednesday Movies.

State

Information on State Grants

For the current State fiscal cycle, SCOPE is the recipient of two grants:
 

  • Department of Health - Health Council Funding (Yearly, $81,000/year)
    The New Mexico DOH provides yearly funding to health councils, as outlined in House Bill 2 (Appropriations).
    Funding amount to vary yearly according to house appropriations.

  • Nicotine Use Prevention and Control Program (One-time, $7,000 granted in State Q4 2025)
    NUPAC provides support and resources to reduce the impact of nicotine to New Mexico's public health. This grant was provided as additional funding for the 2025 Youth Summit event.

Local

Information on Local Grants

For the current State fiscal cycle, SCOPE is the recipient of two grants:
 

  • Socorro County Community Alternatives Program (Yearly, $12,000/year)
    SCCAP provides support to Socorro County for a variety of substance use and recovery programs.
     

  • City of Socorro Bike Racks (One-time, $5,000 granted in State Q1 2025)
    The City of Socorro has provided SCOPE with funds to install community bike racks across the city and adjacent communities. SCOPE in turn has partnered with Magdalena High School's welding program to construct the racks, providing early welding training for youth in the county.
